Introduction
Citadel has authorized our relocation vendor to help manage the move to your new Citadel work location. The firm has a comprehensive relocation policy to assist with the financial and service needs of our transferring employees.
We know relocating can be stressful but rest assured—we are here to help make sure things run as smoothly
as possible.
The Citadel Global Relocation Program offers a variety of benefits intended to provide a seamless relocation experience and ensure you are supported from Day 1. Citadel allows you to select and utilize the services that you need, acknowledging each employee has different requirements and priorities when relocating. Representing our values of integrity and meritocracy, our policy establishes thoughtful guidelines while also empowering you with the flexibility to make decisions that set you up for success.
When moving from one country, city, neighborhood to another, we have a team dedicated to support you (and your family). Your Consultant will conduct an upfront needs assessment with you to discuss your specific situation and requirements. Your Consultant will assist you in putting together the most effective package possible. It is expected that you will make every effort to transfer promptly and control the cost of your move whenever possible. You will be reimbursed for reasonable, necessary, and properly authorized expenses covered by the policy. Please note, the company may choose, at its discretion, to not reimburse, in full or in part, an expense that is deemed unreasonable or excessive.

Home Sale/Loss On Sale
The difference between the original amount you paid for the home, less the current selling price of the home up to a maximum of $50,000.

Eligibility for Benefits
In order to be eligible for relocation benefits, the circumstances of your relocation must meet certain requirements and you must follow company procedures.
You are eligible for benefits under this policy if
- You have been asked to relocate as a result of a company-initiated transfer and your transfer has been approved prior to any action under this policy.
- The distance from your former residence to your new work location is at least 50 miles greater than the distance from your former residence to your previous work location.
- All relocation benefits are incurred within twelve (12) months from your hire date or transfer date.
- You have signed and returned a relocation repayment agreement to your Citadel Human Resources department.
Eligible Dependents
Includes, where applicable, the employee’s spouse/ partner and unmarried children under age 21 who normally reside on a full-time basis with the employee and rely on the employee for most of their financial assistance. Please consult Citadel’s Domestic Partner Policy for information around eligibility of domestic partners.
For international, cross-border moves, destination country immigration, tax, and other statutory requirements may limit the ability to classify an individual as a dependent (i.e., visa restrictions, travel restrictions, etc.).
Dual Transfers
If you and your spouse/partner are both employed by Citadel at the time of your transfer and your spouse/partner is able to secure employment with Citadel in the destination location, only one set of benefits will be provided.
If your spouse/partner is unable to locate employment with Citadel in the destination location, he/she will be eligible for the spousal assistance benefits outlined in this policy. However, should your spouse seek employment in a destination location that is outside of your country of origin, the Company will not provide assistance in obtaining work permits or employment authorization for the destination location.
Expense Reporting
In some circumstances it is necessary for you to pay for certain relocation expenses and request reimbursement afterwards. Such reimbursement requests must be kept separate from other business expenses and submitted to the vendor.
Expenses should be submitted no later than 30 days after being incurred. Failure to submit expenses within this time frame could jeopardize reimbursement, the tax assistance provided by Citadel on these expenses, or both. Reimbursement will be for actual, reasonable costs only, within the policy guidelines.
Please remember:

Copies of itemized paid receipts should be provided for each expense.

It is wise to keep copies of all reimbursement forms and receipts that you submit for your personal records as well as for income tax purposes.

No reimbursement will be made without a valid receipt which should, where applicable, detail any sales taxes incurred.
If you have a company-issued corporate credit card this should never be used for any expense related to your relocation. Regular business/travel expenses must be submitted separately to Citadel for approval using the standard expense claim process
Pre-Departure Policy Briefing
The vendor will conduct a relocation briefing with you and your spouse/partner by telephone or video conference. The purpose of this briefing is to confirm the terms and conditions of the relocation, provisions you will receive as a result of the move, and how these benefits will be administered.
Medical Exams and Inoculations (International, Cross-Border Moves)
For international, cross-border relocations, Citadel recommends that employees and accompanying family members obtain health examinations prior to departure. These medical examinations ensure that any present medical conditions are known and treated in your origin country, and that you and your family members receive any vaccinations and/or certificates of health where required by destination location laws.
Citadel will reimburse all costs not covered by insurance for these health examinations for you and your relocating family members. The reimbursement includes any necessary tests or inoculations recommended by a responsible medical authority.
Medication (International, Cross-Border Moves)
For international, cross-border relocations, Citadel recommends that you and accompanying family members check with the foreign embassy of the country you will be passing through, or traveling to, to make sure your medications are permitted in that country.
Immigration Support (International, Cross-Border Moves)
One of the very first steps of the relocation process is the immigration process, where you do not already have the right to work and live in the destination country. Citadel’s immigration partner will assist you with obtaining work permits, visas, residency permits and any other required documentation necessary for entry to the destination country. Assistance will not be provided if you are a permanent residence or citizen of your destination country, or if you have the right to work/reside in that country, e.g., EU nationals.
Working with Citadel Immigration Counsel
While you will have assistance with the process from Citadel’s immigration partner, it is your responsibility to obtain passports, including for spouse and dependents, prior to the visa application. Proper work authorization must be obtained before the vendor finalizes your relocation, or your final move travel is booked. You and any family members accompanying you must have proper documentation in order to transfer to the destination country.
The Company will assist eligible spouse/partners and/or accompanying dependents in obtaining entry documents for relocation. If for any reason work permits or visas are refused, the terms and conditions of your relocation will be withdrawn, and your relocation will not be able to proceed. Should this be the case then your HR contact will discuss next steps with you. Please note that some countries will limit/prohibit the ability to acquire residency visas for anyone other than a legally recognized spouse or dependent; these cases will be reviewed on a case-by-case basis with the Company.
It is crucial that all required documentation be provided for the work permit and/or visa as soon as possible, as the immigration process in some countries can take several months. It is your responsibility to ensure that all travel documents and paperwork for you and your family (such as passports) remain valid while living overseas. Additionally, it is important that any current “right to work” or equivalent notices are up to date in your current, valid passport. The Company recommends that you monitor the documents’ expiration dates and begin renewal procedures well in advance.
Expense Reimbursement For “Employment-Based Immigration” Costs
Citadel’s assigned immigration partner will work together with you to secure your employment-based immigration benefits. Family-based immigration costs will not be reimbursed. If you and/or your family members must travel to fulfill any immigration-related requirements, reasonable travel and lodging, please discuss this with your Consultant so they can obtain approval from Citadel and, once approved, arrange reimbursement. Expenses relating to travel and lodging should be submitted to the vendor along with proper supporting documentation.
Important Reminders
Failure to obtain necessary documentation prior to departure can jeopardize your entry into the destination country and may jeopardize the Company’s immigration program. Notify your HR BP, the Citadel Global Mobility Team or your Consultant if there is a need to travel to a foreign location prior to receiving the work permit. Your target move date will remain tentative until after you have successfully obtained work authorization in the destination country, if applicable. You should not make any arrangements (including booking travel), give notice to your landlord, etc. until you have secured the necessary work authorization.
Citadel will help any accompanying family members obtain entry documents for the international relocation. It is important to note:
- Citadel cannot guarantee entry for accompanying family members into the destination country.
- Some countries do not recognize same sex couples, common law marriage, or couples who are not legally married. Therefore, s/he may not be issued resident documents, (as they will not be recognized as a legal dependent) and may enter only on a temporary (tourist) visa. In such cases, you will be responsible for ensuring that your spouse/partner and accompanying dependents obey all immigration laws.
- Verification of custody of children may be required.
Tax Services (International, Cross-Border Moves)
Tax Consultation
After the acceptance of the transfer, you will have the opportunity to meet with Citadel’s designated tax services provider to discuss the tax consequences of the international relocation. For internal transfers, two tax consultations will be provided (one each in respect of the origin and destination countries). For new hires, a destination tax consultation will be provided. The topics generally covered during the consultation include:
- Your tax residency status in each applicable country
- Your salary, bonus, share plans, etc. (employment related/Citadel income)
- Relocation benefits/expenses covered by Citadel
- Social security and pension
- Other retirement plans
- Sale or rental of principal residence
- Personal assets or investments
Note: The tax consultation with Citadel’s tax service provider is not designed or intended to give you any specific tax planning advice. During the consultation, the provider will answer your questions about the topics listed above but only from a general tax rule standpoint. In other words, you will learn tax implications of each taxable event based on the current tax rules but it’s ultimately your responsibility to decide what to do and settle the taxes you owe in any country. Citadel is not responsible for the employee’s individual tax liability in any country. If you require out-of-scope tax services including personal tax planning, you may hire an external tax advisor at your own cost. Advice which is specifically not covered by Citadel includes:
- Tax advice in respect of personal investments or spousal income.
Tax Preparation
For internal transfers, Citadel’s external designated tax partner will prepare the origin and destination tax returns on your behalf only for tax years (generally just the first/transfer year) in which tax implications directly related to the international transfer exist. For new hires, Citadel’s external designated tax partner will prepare the destination tax return only on your behalf for tax years (generally just the first/ transfer year) in which tax implications directly related to the international transfer exist.
You will be required to provide the tax partner with all the information required in a timely manner, and you will be expected to file the proper origin and/ or destination country tax returns (with direction from the Company’s tax partner). Failure to provide information when requested by the Company or the Company’s tax partner may result in tax penalties, interest or other charges, which will be your responsibility.
Citadel does not cover any costs associated with spousal tax filings where tax returns are filed independently (they are covered where there is a joint filing requirement).
Miscellaneous Expense Allowance
Citadel’s relocation policy does not specifically cover every expense you are likely to incur in your move. Citadel will provide a Miscellaneous Expense Allowance (MEA) equal to one month’s salary up to a maximum of US $7,500 (grossed up), or local currency equivalent, to help you cover these various relocation costs. The MEA will be disbursed by the vendor once your transfer has been authorized by Citadel.
The MEA may be used to help with expenses such as:
- Storage of household goods for longer than allowed by Citadel policy
- Shipping extraordinary items
- Loss of frozen foods and plants
- Childcare fees
- Repairs, decorating or landscaping for old or new home
- Cost of extending utilities, sewer, and similar services from the main
source to a newly built home - Security or utility deposits
- Installation expenses for telephone, TV, cable, or satellite hook-ups
- Wiring new home for electronic systems
- Carpet and drapery alteration/cleaning/installation/ replacement
- House cleaning/trash removal
- Driver and car license reissues
- Tax obligations not fully compensated by gross-up
- Other unforeseen expenses
Preview Trip
Citadel offers you and your spouse/partner the opportunity to take a pre- transfer trip to preview your proposed destination location upon initiation and acceptance of the transfer. The purpose of the trip will be to familiarize you with local housing, education availability, shopping facilities, and cultural activities.
Becoming acquainted with the new environment will help you to determine the suitability of the transfer and enable you to set realistic expectations. Additionally, if feasible, you will want to accomplish other objectives during this trip, including locating permanent housing or making necessary school arrangements for your accompanying children. Early selection of permanent housing will enable you and your family to determine what furnishings and personal effects to ship.
Your Consultant will arrange home finding and orientation services to assist you during your trip. These services are described in more detail earlier in this program under the section titled “Destination Settling-In/Home Finding Assistance”. These services typically include an overview of residential areas, viewing of pre-selected representative housing based on your pre- departure needs analysis and housing budget, a community familiarization tour, and assistance with lease negotiation.
Citadel will reimburse one round trip for you and your spouse/partner, as well as any eligible dependent children, for up to seven (7) days and six (6) nights, exclusive of travel time, to include the following:
- Airfare and lodging according to Citadel’s Global Travel & Expense Policy (must be booked via Citadel’s designated travel company
- Normal and reasonable ground transportation
- Meal expenses according to Citadel’s Global Travel & Expense Policy
Expenses relating to travel and lodging should be submitted to the vendor along with proper supporting documentation.
All travel should be booked through the Company travel provider. Your Consultant will advise you of the process for booking your travel to ensure it is reported correctly. Your preview trip should be coordinated with other business travel whenever possible.
Business Expenses
Should you incur regular business expenses during the preview trip, these expenses must be segregated from relocation expenses and submitted to Citadel separately to avoid any relocation tax liability.
If you have a company-issued corporate credit card this should never be used for any expense related to your relocation.
Home Sale Assistance
Home Marketing Assistance
For homeowners, the sale of your home may be one of the most critical factors in accomplishing a successful relocation. The home marketing assistance provided for you through the vendor is designed to help you obtain a suitable price for your home in a reasonable period of time. When you and your family are ready to begin marketing your home, the Consultant will be available to assist in listing your home with an approved broker.
Do not contact any broker or agent about listing your home for sale until you have spoken with your Consultant. It is in your best interest to work closely with your broker and Relocation Consultant to find a buyer for your home. The home marketing assistance program is designed to help you market your home effectively. Our vendor provides continuous support in marketing your home, evaluating offers and advising you during negotiations.
After conducting an initial interview with you, your Consultant will order two current BMAs (Brokers’ Market Analyses) and will review them with you thoroughly. These BMAs will assist you in making an informed decision on how to price your home based on neighborhood comparisons.
The vendor can help you reduce costs by selecting a broker trained in relocation and the processes involved in a quick sale of your home.
Home Sale
The Company will offer assistance on matters related to disposition of your origin location residence as outlined in the terms of the “Home Sale Program” section of the home country domestic relocation program in effect at the time of your move and applicable to your relocation. If no formal home country domestic relocation program exists at the time of your move, home sale costs considered reasonable and customary for the home location will be reimbursed (including but not limited to loss on sale, defined as the difference between the original amount you paid for the home, less the current selling price of the home, covered up to a maximum of $50,000). Please note the loss on sale benefit is reported as additional gross earnings and the amount is grossed up to help offset additional taxes.
Lease Cancellation
If you rent your permanent residence in the departure location and must cancel your lease in conjunction with your relocation, you are eligible for lease cancellation assistance. Many leases have a provision for corporate relocation, which would release your obligation without a penalty. If you are unsure, your Consultant can help you review your lease.
You may be able to avoid a lease-breaking penalty by planning in advance. You are expected to negotiate a settlement or sublease, but if you cannot avoid a penalty or loss, Citadel provides assistance with the cost of breaking the lease.
You must have signed your lease prior to the date of the official relocation and must provide your Consultant with a copy of the lease agreement and written details of the arrangements you made with the landlord.
Reimbursement for lease cancellation penalties is not typically expected to exceed two (2) month’s rent, and in the event the lease is shared with someone not authorized for relocation benefits, the lease cancellation reimbursement will be prorated accordingly. Security and pet deposits are not eligible for reimbursement.
Cultural Training
If you are moving to a new country, the Company will provide online cultural training resources and information to assist you in adapting more readily to the destination location’s traditions and customs.
The cultural training may be delivered online at your convenience and at a self-determined pace. You will be able to access cultural assessment tools, country information, and cultural information on-line.
In addition to online cultural training resources, other levels of service are available, involving either facilitated virtual training or face-to-face training. Your Consultant will assist you in arranging for your preferred training scenario.
Language Training
Depending on your destination location, it may be advisable to acquire some proficiency in the language of the destination for business and social purposes to assist you in adapting to the new environment. Citadel will provide you with access to online language training and resources.
If you wish to pursue formal language training, the vendor works with language firms that can provide individual language training for and/or your family, in addition to the online language training resources provided. The time it takes to learn a new language skill varies greatly depending on the language as well as the student.
Training may be provided via individual/one-on-one training, small group training, or large group training. Your Consultant can assist you in arranging for your preferred language training scenario.

Travel to Destination
Citadel will cover reasonable in-transit expenses incurred by you, your spouse/partner, and eligible dependents while traveling on the final trip from the old to the new location.
Covered expenses include, as per Citadel’s Travel & Expense Policy:
- One-way airfare for inter-country/cross-border moves
- Mileage for up to two (2) vehicles or one-way airfare for intra-country
moves - Reasonable meal expenses en route, limited to US $125 per day per adult
and US $75 per day per child under age 12, or local currency equivalent - Hotel expenses en route based on travel of at least 400 miles (643 km) per
day - Ground transportation
Your Consultant can assist you with travel arrangements. It is important that you do not book travel during any periods of time identified by Citadel’s immigration partner as “do not travel” periods. If you book tickets during this period of time, you are responsible for any cancellation fees or penalties.
You can submit for reimbursement for covered travel expenses to the vendor, using the Relocation Expense Form, provided to you by your Consultant.
Shipment of Household Goodsand and Personal Effects
Moving your household goods is a critical part of your relocation, and our vendorwillmaketheexperienceasworry-freeaspossible.Yourvalued belongings will be shipped by one of the vendor’s preferred carriers, chosen to deliver the highest quality of service.
Your Consultant will arrange for a household goods move coordinator to contact you initially and provide you with details surrounding the movement of your household goods and personal effects. Therefore, you should not make any contact with or commitment to any carrier prior to discussion with your Consultant.
The moving company will need sufficient time to properly coordinate your move, ideally at least three weeks’ advance notice. In the busy summer months, please allow up to 6 weeks.
Packing and loading dates will be arranged with every attempt made to provide these services on the dates you request. Weekend or holiday service results in additional cost to Citadel, so please give this consideration when scheduling household goods services.
The size of the shipment(s) should generally fall within the parameters described in this section. Included in these paid expenses are the following:
- Packing and loading of household goods and personal effects
- One (1) pickup at the origination location, i.e., from your primary
residence
- Overland and overseas transportation
- Shipping documentation and related fees
- Delivery, unpacking and uncrating at one (1) location in the destination,
i.e., your permanent residence - Normal customs and import duties
You will also be entitled to one debris pick-up within 30 days of delivery of your household goods.
When planning what to ship you should consider the housing limitations which may exist in the destination location and plan accordingly. Any household goods or personal effects that do not fit or otherwise cannot be utilized in your residence in the destination location will be your responsibility to either dispose of or place in storage. Storage for these items in the destination location will not be covered by Citadel.
Please note that for international, cross-border moves, goods will not be shipped or moved into storage until work permits, visas and all other required documents are secured, and all required documents have been provided to and confirmed by the moving company.
Any storage, shipping and transportation expenses not covered by Citadel nor approved for payment by Citadel will be your responsibility.
Intra-Continental/Intra-Regional Moves
For intra-continental / intra-regional moves, in which your household goods do not have to be shipped across an ocean, you will typically be provided with one (1) surface / ground shipment of household goods. There is not a limit on the amount of household goods you can ship for intra-continental / intra-regional moves; however, the chart below provides guidance on what are considered typical shipment weights based on family size.

Inter-Continental/Cross-Border Moves
For inter-continental, cross-border moves, in which your shipment must cross an ocean, household goods are shipped using freight containers. The shipment weights and volumes below are established based on standardized shipping container dimensions utilized by international freight forwarders globally. If your shipment size(s) exceed the established parameters below, Citadel will evaluate your specific needs and the related additional cost accordingly. Please note the parameters below do not apply for intra- continental/ intra-regional moves.

Please keep in mind that certain items may be subject to duty, especially newly purchased items. You will need receipts for any computers, regardless of the date of purchase. You should also have receipts for all electronic equipment. Due to the delicate nature of some electronic goods, it is not advisable to ship or to store them. Please check with your moving company representative before making purchase or shipment decisions. Be certain you check on voltage requirements and possible duties or taxes on electronic equipment. Customs duties on previously owned items imposed by the country of destination are reimbursed when shipments are packed in accordance with Citadel’s and the shipper’s instructions. You will pay additional charges due to shipment of alcoholic beverages or new and unusual items. Citadel will not be responsible for any penalties or charges due to the shipment of illegal goods, customs restrictions or any other reason for charges to arise.
Shipment of household goods to the destination location is granted on a one-time basis. If you elect to ship further goods or personal effects after the initial shipment, it will be at your expense.
Temporary / In-Transit Storage
If your permanent housing in the destination location is not ready for occupancy at the time your household goods shipment arrives in the new location, temporary in-transit storage will be provided for up to sixty (60) days until your destination location residence is available for occupancy. Any additional storage requirement will be at your own cost.
Insurance
Replacement cost insurance up to US $15,000 for the air shipment and up to US $150,000 for the surface shipment, or local currency equivalent, is provided at no cost to you. If you require additional coverage in excess of the above amount, you will be responsible for the additional cost. Prior to packing the vendor will provide you with a quote for any additional insurance costs you may incur. Insurance coverage will not be provided for items of extraordinary value such as cash, antiques, fine art, coin and stamp collections, precious metals, documents, securities and notes.
Disconnecting And Connecting Appliances/Utilities
Citadel will include the cost of disconnecting and connecting normal household appliances or any other article requiring special servicing for safe transportation. Appliances include washer, dryer, refrigerator, icemaker and stove.
Auto Shipment (Intra-Country; Domestic Moves Only)
Up to two (2) personal auto may be shipped with your household goods. The vehicle(s) must be in working order and must fit on a standard car carrier or moving van. You are responsible for the movement of any additional personal automobiles at your own expense. Any costs not covered by Citadel can be covered by your Miscellaneous Expense Allowance.
Pre-shipment of your automobile may be arranged if requested. Citadel will provide insurance coverage for your vehicle while in transit. Certain costs associated with the shipment of a vehicle that are not covered under this benefit include, but are not limited to emission control checks, smog test/certification, weight certificate, and car registration fees.
Claims
Should you have to file a claim for missing items, damaged items, or property damage, notify your Consultant immediately. Your Consultant will send you claim filing instructions. Claims must be submitted within 30 days of delivery of your household goods.
Household Goods Shipment and Storage Exclusions
The following expenses and services are either identified as excluded from shipments per van line regulations and guidelines or are generally not covered by Citadel (please note that the following list is not all-inclusive). Citadel will evaluate requests for exceptions to the list below, based on individual need and related additional cost.- Extra and/or additional stops, pickups, deliveries, such as a request to pick up goods from a remote storage unit or a home that isn’t your primary residence.
- Costs related to remedying any issues with household goods required to meet the moving company’s minimum standards for health and safety
- Moving furnishings of any homes other than your primary residence.
- Shipment of hazardous materials such as explosives, chemicals, flammable materials, firearms, garden chemicals.
- Shipment of firewood, lumber or other building materials.
- Shipment of livestock.
- Valuables such as jewelry, currency, dissertations or publishable papers,
and other collectibles or items of extraordinary value. - Removal, disassembling or installation of carpeting, drapery rods,
appliances, storage sheds or other permanent fixtures. - Shipment of mobile homes, snowmobiles, boats, recreational vehicles
(RVs) and unusually heavy or cumbersome hobby materials. - Extra pickups or deliveries.
- Special packing or transportation of frozen foods, plants, wine collections
or other perishables. - Moving or shipping such items as trees and shrubs.
- Tips or other gifts to the moving company’s employees.
- Any services performed by you, your dependents or relatives.
- Special charges associated with assembly or disassembly of personal
furnishings (exclusive of beds), satellite dish / antennae, swing sets, patio
furniture or other outdoor fixtures. - Any other items deemed inappropriate by the departure or destination
location. - Any items prohibited by custom authorities.
Note: Gas grills may be shipped but must be emptied and certified before loading. Citadel reserves the right to examine your inventory or goods and may have to deny shipment of an article if it could delay customs clearance (international shipments) and thereby create an unacceptable delay to the entire shipment.
Depending on the complexity of services you require, some additional services may be performed by your moving company or a third-party service firm when deemed necessary by the vendor and within reasonable costs. Such “third-party” services, including crating, will be considered for normal household goods only and will not include service for items affixed to the property. Crating is only provided when recommended by the van line for safe transport.
It is strongly recommended that you take advantage of the packing services provided by this program. If you pack yourself, no cost saving is realized and none of the goods that you pack yourself will be insured.
Your household goods and personal effects will be delivered to your destination primary residence (not your temporary living accommodation). No other stops en route or in the new location are permitted without authorization.
Discard and Donate Program
The Discard and Donate Program allows you to discard, sell, and/or donate items prior to your move. Please note the Discard and Donate Program may not be available in all locations globally.
Program features include:
- A personal organizer to assist you with making decisions about items you can discard or donate
- De-clutter the home to enhance market appeal
- Assists with getting organized and settled in the new location
- Employee tax deduction for donated items
- Eco-friendly - Green Program Initiative with reducing fuel and paper use
- Save a Tree, Plant a Tree program; Discard and Donate will donate 3 trees
for every tree saved through their program.
Your Consultant can assist you in getting set-up with the Discard and Donate service. Please note that in some cases, a minimum weight/volume of household goods may be required to be eligible for the Discard and Donate service.
- You must accompany the moving company representative through the home as he or she inventories and tags each item to be moved. Plan to check off the items at the destination as well; otherwise, you may have difficulty with claims settlements should they prove necessary.
- You or your representative should be present during packing and loading. Do not release the drivers until a complete inspection of the home and property has been accomplished, since items left behind could result in extra charges to you not covered under Citadel’s relocation program.
Pet Transportation
If you are moving internationally and you choose to ship your household pets to the destination location, you are strongly encouraged to familiarize yourself with the customs, quarantine restrictions and requirements for bringing animals into the destination country. You should also consider the limitations your pets will have on housing selections and availability of temporary housing accommodations.
The Company will reimburse the shipping costs for household pets. Reimbursement will be for shipment costs only. Any expenses associated with the quarantine (international transfers), shots, pet deposits for hotel or temporary housing, etc., for your pet are to be paid from your Miscellaneous Expense Allowance.
For purposes of this policy, household pets are defined as dogs or cats only and do not include fish, exotic animals, farm animals, horses, pigs, etc. Household pets such as birds, reptiles, and small rodents (rabbits, gerbils, hamster, mice, etc.) will not be transported by the company. If you wish to transport this type of pet, you should check the import regulations for your destination country (if moving internationally) and consider the implications of hand-carrying the pet to the destination location.
Loss on Sale of Automobiles
The Company will reimburse you for the loss on the sale and/or automobile lease cancellation of one (1) automobile (total) if you are single and up to two (2) automobiles (total) if you are married or if you are moving with a domestic partner.
This reimbursement will be based on the difference between the actual price obtained in selling the car(s) and the price for the car(s) as published on the Kelly Blue Book Internet site (http://www.kbb.com) in the United States, or its Citadel-approved equivalent outside of the United States. No reimbursement will be made for vintage or collectible automobiles.
Automobile Lease Cancellation
The Company will also reimburse auto lease cancellation fees and penalties
Temporary Housing
Temporary housing is intended to provide you and your eligible dependents with temporary accommodations before occupying permanent housing in the new location. Additionally, pre-departure temporary housing may be necessary due to the packing and loading schedule of the movers. Citadel will provide for temporary accommodations (lodging only) for up to 60 days cumulative, to be used in the home location and/ or the destination location. Temporary housing must be arranged through the vendor.
The vendor will make arrangements for lodging and will process related expenses. Lodging will be provided in a fully furnished corporate apartment, where available. Corporate apartments are fully furnished and include amenities such as bed and bath linens, fully equipped kitchen, housekeeping, utilities, and reserved parking (in some locations). Lodging accommodations such as number of bedrooms, etc. are based on your family dynamics and/or the number and age of eligible dependents residing in temporary living with you.
Should you require additional corporate housing exceeding the initial 60 days, your Consultant can provide assistance and support with either extending an existing corporate housing arrangement or providing referrals for alternative options if you are not able to extend your time in the current corporate housing residence. Please speak with your Consultant prior to making corporate housing arrangements to ensure that you are utilizing Citadel preferred hotel and corporate housing options. Additional temporary housing should typically not exceed 30 days.
Auto Rental
You may require the use of a rental car in either the origin or destination location, either while your personal automobile(s) is/are being shipped (domestic, intra-country moves only) or while you are in the process of securing long-term transportation in the destination location. You may be reimbursed for rental car expenses incurred during the relocation process; however, the total duration of rental car expense coverage should not exceed the duration of your auto shipment or time necessary to secure a personal auto in the destination location. If you choose to purchase a vehicle and are provided with a rental car in the interim, personal auto shipment will no longer be available to you. Your Consultant will assist with the booking of rental cars, which will help to ensure that you are able to take advantage of preferred rates.
Return Trip
Return trip will not be reimbursed after your household goods have been packed and removed from the origin location residence.
Covered expenses include, as per Citadel’s Travel & Expense Policy:
- Round-trip airfare for inter-country/cross-border moves
- Mileage for one (1) or round-trip airfare for intra-country/intra-regional
moves - Ground transportation
Your Consultant can assist you with travel arrangements. It is important that you do not book travel during any periods of time identified by Citadel’s immigration partner as “do not travel” periods. If you book tickets during this period of time, you are responsible for any cancellation fees or penalties.
You can submit for reimbursement for covered travel expenses to the vendor, using the Relocation Expense Form, provided to you by your Consultant.
Destination Settling-In/ Home Finding Assistance
can take care of many of the details for you. Do not contact any real estate professional at the destination without the guidance of your Consultant.
Before you depart to look for housing in the new location, your Consultant will ask you for detailed information concerning your housing preferences, price range and family requirements. This information will be used to reduce wasted time and effort looking at homes or apartments that do not fit your expectations or requirements.
The vendor will connect you with a service provider in the destination location to assist you with finding a residence in the destination location. The services provided will include the following, based on your individual situation:
- Pre-arrival counseling and location advice
- Pre-select properties matching your needs and budget - scheduling,
accompanied viewing, and managing estate agents - Assist with lease negotiations
- Facilitate the lease process (terms, deposits, diplomatic clause, etc.)
through to contract signing - Assist with the set-up of utilities
- Arrange inventory check-in
- Area and cultural orientation
- Information on recreation, transportation and local expatriate networks
- Settling-in services (e.g., driver’s license, banking, utility connections,
local registrations, shopping, special needs)
The destination settling-in / home finding assistance benefit allows you to more quickly assimilate into the local culture and begin focusing on the new job.
In order to assist employees moving to the tristate area of the U.S. (New York, New Jersey, and Connecticut) who intend to rent or lease a home or apartment in the new location, the Company provides for the payment of a broker’s fee to locate a suitable home in the new area. The reimbursement of a broker’s fee is applicable only in the areas identified above, where this charge is typical and customary. This provision does not apply to interim living rentals.
Specialized School Search
- Conduct a needs assessment and review educational requirements
- Provide information on the educational options in the new location,
both private and public; liaise with schools on availability - Arrange appointments with schools for the family to visit and accompany
if requested - Obtain application forms and other requirements from the schools for the
family to complete and/or provide; assist with the application process,
where required - Assist the employee and family in identifying additional education support
such as speech therapists, tutors, etc.
Spouse/Partner/Family Transition Assistance
Citadel offers reimbursement or direct billing for employment/career transition assistance fees to offset the costs of finding employment or maintaining a career. If your spouse/partner is not seeking to enter the workforce, this assistance may also be utilized in identifying community involvement opportunities. Dependent children / relatives are not eligible for the employment/career services benefit.
The following guidelines apply:
- Spouse employment assistance is available for up to one (1) year after the effective date of transfer.
- Covered expenses are reimbursed whether or not a career transition services firm is used, or a job is obtained.
- Employment in the origin location is not required for benefit eligibility.
- Includes a customized career transition program with individual counseling and support.
- Provides a flexible menu, from which your spouse/ partner can select specific services, such as career/ skill assessment, resume preparation,job search action plan, tailored list of local employers, interview training, or job development.
Note: These service providers are not job placement agencies.
- Career counseling
- Resume/CV preparation
- Recertification fees
- Placement agency fees
- Continuing education, including classes required for
re-licensing in the destination location
For self-employed spouses, Citadel reimburses costs for communicating information about the new location of the business, such as business cards, business website development and/or redesign, and marketing materials.
- Transportation and travel
- New office equipment
- Additional business telephone lines for computers and fax machines
Area Orientation Services consist of custom research to support you and/or your family’s acclimation to the new location. These direct-billed services are intended to address specific information needs and provide resources. Types of information researched may include:
- Public and private schools
- Special needs regarding doctor and medical facilities
- Volunteer/board and community involvement opportunities
- Guidance on professional network development
- Information on day cares, parent/child groups
- Accessing activities such as sports, music, and dance instruction
- Information on religious organizations and cultural/ ethnic groups
- Guidance on adult continuing education opportunities
- Networking opportunities with other Citadel spouses
You may utilize any combination of services, Employment and/or Area Orientation Services. Typically, the benefit maximum should not exceed US $5,000,
or local equivalent.
Duplicate Housing
If you are responsible for making payments for both the old and the new properties, the following expenses will be reimbursed on the lower of the two mortgage payments and the 1st or Principal Mortgage only. Reimbursement will be made from the date of closing on the purchase of a residence at the new location and continuing for a maximum of 90 days.
- Mortgage principal
- Mortgage interest
- Property taxes
- Property insurance
- Condominium association fees
- Homeowner association fees
To receive the duplicate housing expense payments, verification of payments must be submitted to the vendor in the form of a copy of both housing billing statements or equivalent documentation. The documentation must indicate duplicate payments are due within the above-described period.
Temporary Housing and Duplicate Housing benefits cannot run concurrently
Home Purchase Closing Costs
home purchase benefits will be provided in accordance with the destination location/country domestic relocation program in place at the time of your transfer. In the event a domestic relocation program policy is not available, reasonable and customary closing costs for home purchase in that location will be reimbursed.
Reimbursable costs could include, but are not limited to:
- Mortgage application and service fees, appraisals, and credit reports
- Recording fees
- Transfer taxes
- Lenders Title Insurance
- Solicitor’s or Attorney’s Fees
- Inspection Fees
You must purchase a home within one year of the effective transfer date to be eligible for this benefit. Reimbursable Home Purchase Closing Costs should not exceed US $50,000, or local currency equivalent.
Note: The items listed above are not all inclusive. Eligible expenses may vary by local custom. Your Consultant will advise you regarding expenses covered by Citadel.
One-Time, Non-Recurring Rental Fees at Destination Location
This benefit includes reimbursement of one-time, non-recurring rental fees related to securing a residence in the destination location. Examples of covered expenses include those considered customary in the destination location such as non-refundable fees, stamp duties, agent’s fees. Refundable deposits held in trust by the landlord for the sole purpose of covering any excess damage to the property upon move out are not reimbursable under this benefit. Also excluded are any charges that are intended to be used to cover any period of base rent charge, such as first or last months’ rent.
You can submit for reimbursement for covered expenses to the vendor. Proper documentation is required for reimbursement.
Tax Assistance
Some of your relocation benefits reimbursed to you by the vendor or paid on your behalf may be considered as taxable compensation to you. Citadel is required to add this taxable compensation to your wage reporting (US Form W-2 or non-US equivalent). The vendor works with the Citadel tax provider to ensure this taxable compensation is added to the employer payroll reporting Citadel is required to operate. Citadel will cover the taxes on any of these taxable relocation benefits. The tax withholding paid on your behalf is then also considered taxable compensation, creating a ‘tax on tax’ effect. This calculation is referred to as a withholding tax gross up.
If your new location does not have a payroll withholding tax requirement, then you will receive a payment either via your paycheck or directly from the Company to give you the funds to settle any taxes that will be due with your tax return.
Please take note of these important factors pertaining to your gross-up benefits:
- The amount of tax gross-up paid to you will be considered as Citadel’s final tax payment to you for the tax on your relocation. Please note that your actual tax liability may differ from the amount of tax gross- up paid by Citadel and you may therefore owe more or less taxes on your final tax return filings. Citadel will not pay any additional taxes for you due on your tax return nor seek to recover any overpayment of gross-up from you if too much tax was paid in on your behalf.
- Gross-up is provided as a financial benefit but is not intended to compensate you completely for all tax liabilities. Your Miscellaneous Expense Allowance will help to pay any additional taxes resulting from your relocation that are not covered by the gross-up payments.
- You are responsible for calculating, reporting and paying all personal federal, state, local, provincial, and cantonal income taxes for which you are liable.
- For moves within the U.S., the vendor will send you an informational package that itemizes all relocation expenses for the tax year. The package is provided for your information and for use by your personal tax professional if you use such services.
- For cross-border moves and moves outside of the U.S., Citadel’s designated tax services provider will send you a summary tax package. You will be required to provide the tax firm with all the information required in a timely manner, and you will be expected to file the proper departure and/or destination country tax returns (with direction from the Company’s tax firm). Failure to provide information when requested by the Company or the Company’s tax firm may result in tax penalties, which will be your responsibility.
The services of competent tax and legal professionals are recommended.
- Although this policy contains information regarding Citadel’s current relocation benefits for which you may be eligible, it is not intended to provide and explain every detail related to your relocation or to create or imply any contractual rights or claims on the part of anyone. Citadel reserves the authority to interpret, at its sole discretion, the provisions of this program and the right to amend, limit or change any of its provisions with or without prior notice.
- The intent of the relocation program is to provide reasonable, consistent and cost-effective financial assistance and quality services. The program does not offer or imply that all relocation costs will be fully compensated.
- The benefits described in this policy are not entitlements and, as such, are not available if the need for a particular element does not exist. There is no cash value to be gained for unused benefits and the value of one benefit is not transferable to another element. In general, all of the program benefits are available on an “as needed” basis. Citadel reserves the right to assure benefits are used for the purpose intended by requiring documentation as appropriate.
- It is expected that you will make every effort to transfer promptly and control the cost of your move whenever possible. You will be reimbursed for reasonable, necessary and properly authorized expenses covered by the policy. You are expected to maintain expenses at a conservative level and to be familiar with which expenses are reimbursable. The company may choose, at its discretion, to not reimburse, in full or in part, an expense that is deemed unreasonable or excessive.
- Relocation benefits—like all forms of employee compensation—are considered confidential.
- Two (2) paid days off from work will be provided for your move, in addition to your regular time off benefits. You may request that these moving days be added to your Workday absence tracker by contacting your Human Resources (HR) relocation contact. Requests for additional time off to handle relocation related issues should be arranged with HR and approved by your manager.
Repayment Agreement
I acknowledge and agree to the terms under Citadel’s Relocation Policy.
Should I voluntarily submit my notice of termination of employment with the Company (or the appropriate subsidiary or affiliate) for any reason whatsoever or be terminated for cause within twelve (12) months of my start date / effective transfer date, I hereby agree to repay to the Company all relocation related allowances and fees, paid directly to me or paid on my behalf to third-party vendors, within sixty (60) days after the effective date of my separation from employment.
I understand that the relocation benefits offered to me constitute all the benefits for which I am eligible to receive. Changes to my relocation benefits must be made in writing and are subject to all necessary approvals for such changes.
In the event that I am paid or advanced funds or reimbursed for benefits in excess of the amounts for which I am eligible, I agree to refund such excess payments to the Company within 60 days after I have been notified. If I have not reimbursed the Company for such excess payments within 60 days, I authorize the Company to collect the overpayment from future reimbursable expenses submitted for payment, where the law allows.
I further understand and agree that nothing in this Relocation Agreement is intended to create a contract or guarantee of employment by the Company for any period of time.
